- The first Council of Safety was elected by a popular assembly held in Savannah in June 1775. The minutes of the Council prior to 3 Nov 1775 are not known to be extant; however, the signature of Ewen as President is attested on a number of printed documents. On 17 Jul 1775, the Provincial Congress granted the Council "full power" to act during its recess.
- The Provincial Congress, which sat from 16 Nov 1775 to 9 Dec 1775, apparently appointed a new Council of Safety, which convened on 11 Dec 1775 and elected Walton as President. The last recorded meeting of this Council was held on 19 Jan 1776, shortly before the next Provincial Congress convened on 20 Jan 1776.
- A Council of Safety was evidently elected by the Provincial Congress in Feb 1776 and met on 20 Feb 1776, when Elisha Butler was elected President in absentia. At the same meeting, Ewen "took the chair pro tempore" and continued to serve in that capacity, as Butler never took his seat on the Council.
