- The first Council of Safety was transformed into a "committee to adjust and settle all outstanding accounts against the public" in accordance with a resolution of the Provincial Congress passed on 1 Nov 1775. The second Council of Safety was elected by the Congress on 16 Nov 1775. The Council was constituted on 30 Nov 1776 and elected Laurens as President.
