  2. In his proclamation of 22 Aug 1846, Kearny claimed New Mexico by right of conquest and declared that he should "be considered as governor of the Territory," although he did not formally assume that style.
  3. Following the assassination of Governor Bent, the functions of the office devolved upon Secretary of the Territory Vigil, who issued a proclamation to that effect on 25 Jan 1847.
