- The act of Congress creating the District of Louisiana placed it under the administration of the governor of the Indiana Territory. Harrison began to exercise the function of office on 1 Oct 1804 in Vincennes, Indiana, where he issued a proclamation dividing Louisiana into districts. The governor arrived to St. Louis on 12 Oct 1804 and then returned to the Indiana Territory.
