- The exact date of Bulloch's death is unknown, but he is known as having attended the meeting of the Council of Safety on 22 Feb 1777. A commission appointing Button Gwinnett as President and Commander-in-Chief of the State of Georgia states that, following Bulloch's death, "executive powers of administration have devolved upon... the Council." Two military commissions dated 24 Feb 1777 were signed by Gwinnett as "President of the Council of Safety," suggesting that Bulloch was either absent or deceased by that date.
- The commission appointing Gwinnett is dated 4 Mar 1777. He was instructed to take the oath of office by the said document and was sworn in on that day or 5 Mar 1777 when his first known proclamation was issued.
