[1] The members of the Executive Council were elected by the Legislative Council (Gesetzgebender Rat | Conseil législatif) on 8 Aug 1800. A preliminary meeting of the Executive Council was held on 8 Aug 1800. The first formal meeting attended by Frisching, Dolder, Zimmermann, and Savary took place on 9 Aug 1800 when the Council passed a resolution proclaiming that it has been constituted and elected Frisching as provisional president.
[2] Glayre was appointed Minister Plenipotentiary and Envoy Extraordinary to the French Republic (7 Oct 1800) and resigned as a member of the Executive Council in a letter dated 11 Oct 1800, Bern, which was submitted to the Legislative Council on 13 Oct 1800, but it refused to accept it. Upon his return from diplomatic mission, Glayre did not participate in the meetings of the Executive Council and sent a reminder (dated 19 Jul 1801) to the Legislative Council, asking for discahrge. The Council did not take his request into consideration and ordered (22 Jul 1801) to proceed with the election of a successor. Johann Konrad Escher was elected on 23 Jul 1801, but declined to serve. Usteri was elected in his place (28 Jul 1801) and took office on 30 Jul 1801.
