16 Aug 1982	Navarre, comprising historical districts (merindades) of Pamplona, Estella, Tudela, Sangüesa, and Olite, constitutes a 'foral' community (comunidad foral) integrated into the Spanish nation, in accordance with an organic law passed by the Cortes Generales of Spain (Congreso de los Diputados on 30 Jun 1982, Senado on 26 Jul 1982), effective on the date of publication (Spain Official Gazette, No. 195, 16 Aug 1982, pp. 22054-22060) [1][2]

Full title (Spanish): Ley Orgánica 13/1982, de 10 de agosto, de reintegración y amejoramiento del Régimen Foral de Navarra.
Foral derives from fuero ("charter"), referring to the historic privileges and jurisdictions granted by the monarchs to the Kingdom of Navarre. The fueros, as subsequently recognized and revised, preserved specific powers, most notably fiscal autonomy, including authority over revenue and expenditure. Accordingly, Navarre is designated a comunidad de régimen foral ("community of chartered regime"), whereas other autonomous regions of Spain are termed communities of common regime (comunidades autónomas de régimen común).
The Organic Law of 1982 (amended in 2001, 2010, and 2024) does not specify an official name for this autonomous community, referring to it as either Navarra or Comunidad Foral de Navarra. Both forms are found in official use.
