In accordance with an agreement among Slovakia's political parties concluded in Žilina on 6 Oct 1938, Tiso was designated as President of the Government, a proposed office outlined in a bill submitted for adoption by the National Assembly of the Czechoslovak Republic. Pending the bill's approval, the President of the Government of the Czechoslovak Republic appointed Tiso Minister for the Administration of Slovakia (Czech/Slovak: ministr pro/minister pre správu Slovenska) on 7 Oct 1938. Tiso and other Slovak ministers took their oaths of office in Prague on the same day and formally assumed their positions in Bratislava on 8 Oct 1938. Tiso regarded his appointment as equivalent to that of head of government and styled himself President of the Government in official legislation.
Jozef Sivák was appointed to succeed Tiso who had been discharged by the President of the Czechoslovak Republic on 9 Mar 1939. However, as Sivák was absent from Czechoslovakia, he never assumed office.
