[1] Nikolaj Ivanovič Astrov (Николай Иванович Астров) and Nikolaj Vasil'evič Čajkovskij (Николай Васильевич Чайковский) were also elected members of the Goverment, but never took office due to their absence from the territory controlled by the All-Russian Provisional Government.
[2] The members and substitute members of the Government were elected at the session of the State Assembly (Государственное совещание; Gosudarstvennoe soveščanie) held in Ufa 23 Sep 1918; Avksent'ev, Boldyrev, Zenzinov and Sapožnikov immediately took oaths of office.
[3] A substitute for Nikolaj Vasil'evič Čajkovskij (Николай Васильевич Чайковский).
[4] A substitute for Pëtr Vasil'evič Vologodskij (Пётр Васильевич Вологодский), who took office 19 Oct 1918.
[5] A substitute for Nikolaj Ivanovič Astrov (Николай Иванович Астров).
[6] Assumed the functions at the meeting of the Government 27 Sep 1918 and immediately took oath of office.
[7] Assumed the functions at the meeting of the Government 19 Oct 1918; took oath of office at the meeting of 23 Oct 1918.
[8] Elected as provisional president at the first meeting of the Government shortly after 01:30 24 Sep 1918; styled Predsedatel' Vremennogo Vserossijskogo Pravitel'stva (Председатель Временного Всероссийского Правительства) in legislative acts published by the Government; the minutes of the Government were almost invariably signed by Avksent'ev as Vremennyj Predsedatel' Vremennogo Vserossijskogo Pravitel'stva (Временный Председатель Временного Всероссийского Правительства)
[9] The All-Russian Provisional Goverment was proclaimed to have ceased to function at the meeting of the Council of Ministers 18 Nov 1918; the Council immediately assumed the highest state authority and later on the same day elected Aleksandr Vasil'evič Kolčak (Александр Васильевич Колчак) as Supreme Ruler.
