Terboven was appointed by a decree of the Führer and Reich Chancellor of Germany, issued on 24 Apr 1940 in Berlin. The proclamation announcing his assumption of office is dated 26 Apr 1940 in Oslo.

The Quisling government ceased to function on 8 May 1945 and entered negotiations with the resistance movement Milorg. Quisling was taken into custody on 9 May 1945.
