19 Mar 1918 the Ukrainian People's Republic is proclaimed a self-dependent republic of Councils (Russian: samostojatel'naja Sovetskaja Respublika | самостоятельная Советская Республика) in accordance with a resolution passed by the All-Ukrainian Congress of Councils at the meeting held on 19 Mar 1919 in Yekaterinoslav (now Dnipro, Ukraine) (News of the South, No. 29, 22 Mar 1919, p. 3)
21 Mar 1918 the Central Executive Committee and the People's Secretariat of the Ukrainian People's Republic left Yekaterinoslav and moved to Taganrog located on the territory claimed by the Don Soviet Republic, part of the Russian SFSR, becoming a government-in-exile (Ukrainian People's Republic Bulletin (CEC - Russian), No. 47, 9/22 Mar 1918, p. 3)

The resolutions of the Congress of Councils did not proclaim the creation of a new polity, but repudiated the authority of the Central Rada and named the Councils as the sole bearer of state authority in Ukraine, tacitly preserving the exisintg polity (Ukrainian People's Republic). A number of alerternative styles used by the Central Executive Committee and the People's Secretariat included Ukrainian Workers' and Peasants' Republic (Ukrainian: Ukrajinsʹka Robitnyčo-Seljansʹka Respublika | Українська Робітничо-Селянська Республіка; Ukrainskaja Raboče-Krest'janskaja Respublika | Украинская Рабоче-Крестьянская Республика).
