[1] Constituted at inaugural meeting 16 Oct 1913; took over supreme authority from the Chairman of the Provisional Government Ismail Mahmut Qemali Bej Vlora (22 Jan 1914); was formally superseded with acceptance of the Albanian throne by Wilhelm Friedrich Heinrich Prinz zu Wied-Neuwied (21 Feb 1914) and continued to administer public affairs until the arrival of Wilhelm to Durrës (7 Mar 1914); re-assumed sovereign authority in absence of Wilhelm I.
