[3] The Constitution of 1946 provided for election of a State President (Chủ tịch nước) by the People's Parliament (Nghị viện nhân dân) which was never convened. Following the creation of the Supreme Defence Council (Hội đồng Quốc phòng Tối cao), a body concentrating military and political authority, Hồ Chí Minh began to use Chủ tịch nước in legislation which he promulgated.
