[1] Between 8th and 9th party congresses Dzeržinskij, Kamenev, Rakovsky and Trockij were also assigned to sit in the Orgburo, but election dates are not available.
[2] It was reported in Izvestiya TsK RKP(b) , No. 18, 23 May 1920, that Dzerzhisky and Tomskij were elected candidate members of the Orgburo, but the Plenum minutes does not mention such election.
[3] In a number of cases, an agenda of the Central Committee Plenum was circulated with a draft resolution requiring individual assent or comment by the participants. This was called approval by questionnaire (oprosom).
