Biography:

As a Lutheran clergyman, Frederick Muhlenberg was pastor of various churches in Pennsylvania and pastor (1773-1776) of Christ (Lutheran) Church, New York City. He was elected a delegate to the Continental Congress (1779-1780), but then served in the State House of Representatives of Pennsylvania (1780-1783) and was elected its speaker on 3 Nov 1780. Muhlenberg also presided over the State constitutional convention (1787) called to ratify the Federal Constitution. He was elected to the U.S. Congress (4 Mar 1789 - 3 Mar 1797) and twice served as Speaker of the House of Representatives (1 Apr 1789 - 3 Mar 1791, 2 Dec 1793 - 3 Mar 1795). He cast the decisive vote on the appropriations bill that ensured the ratification of Jay's Treaty.

After his return to state politics, he became president of the council of censors of Pennsylvania. Muhlenberg was appointed receiver general of the Pennsylvania Land Office (8 Jan 1800) and served until his death.
