  2. St. Clair was elected governor by the Continental Congress on 5 Oct 1787 and received a commission for a term commencing on 1 Feb 1788. He arrived at Fort Harmar on 9 Jul 1788 and was publicly proclaimed governor at a popular meeting in Marietta on 15 Jul 1788. During his intermittent absences from the Territory, his functions were exercised by the secretaries of the Territory (Winthrop Sargent, 1788–1798; William Henry Harrison, 1798–1799; and Charles Willing Byrd, 1799–1803).
  3. Following the adoption of the Constitution of the State of Ohio, the governor, secretary, judges, and other officers of the territorial government were authorized by a provision of the Constitution to continue in office until superseded.
