| Under the staatsregeling (Constitution) that went into effect 17 Oct 1801, the executive power was exercised by the Staatsbewind (State Authority), consisting of twelve members, seven of whom were initially appointed by the outgoing Uitvoerend Bewind (Executive Authority), the remaining five to be appointed by the first seven; the State Authority took office 17 Oct 1801; the staatsregeling styled the presiding officer of the State Authority "president"; however, the term "voorzitter" ("chairman") continued in official use; the office of chairman rotated trimestrially; the staatsregeling provided (a) for one member to be replaced each year, the first replacement to take place 1 Nov 1802, and (b) that a vacancy occurring during the first six months of the State Authority was to be filled by the remaining members of the body; no regular replacement took place in 1804; on 17 Dec 1804 four members of the State Authority were forced off the body by French imposition, and were not replaced; on 29 Apr 1805 the State Authority was replaced by a single chief executive (Raadpensionaris). |
