The Constitution of 1824 made a provision for setting up a provisional executive, composed of the president of the Supreme Court of Justice and two non-legislators elected by the Council of Government, in case the Congress was not in session. The president of the Supreme Court of Justice (1828-1830) Pedro Vélez entered the membership of the Provisional Executive Power on 23 Dec 1829, when the Council of Government yielded to the pressure of the military and created this provisional government, which replaced interim president José María de Bocanegra.

After serving briefly in the executive triumvirate, Vélez also presided in the Supreme Court of Justice in 1844 and in Jan - Apr 1846.
