Biography:

On 23 Dec 1829, the garrison of Mexico City rebelled against the interim government of José María Bocanegra. The military supported the Plan de Jalapa, and demanded to nullify Bocanegra's appointment by the Chamber of Deputies. President Vicente Guerrero was also accused of abusing the emergency powers that he had received from the Congress and of provoking civil war for personal interest. The Council of Government, urged by this proclamation, agreed to create a provisional executive, which included, according to the Constitution of 1824, the president of the Supreme Court of Justice (Presidente de la Suprema Corte de Justicia) Pedro Vélez, and two non-legislators to be elected by the Council. The election resulted in inclusion of the future famous historian, Lucas Alamán, and the head of the Mexico City garrison, Luis de Quintanar, as guardians of the Executive Power (Depositarios del Poder Ejecutivo). The first session of the Congress in 1830 entrusted vice president Anastasio Bustamante with the executive power (1 Jan 1830) and effectively ended the existence of the Provisional Supreme Executive Authority.
